Nancy Shellhorse

Ms. Shellhorse received her Bachelor’s degree in Government from the University of Texas in 1991, and received her law degree from the University of Tulsa College of Law in 1994.

Nancy Shellhorse has extensive experience in health care regulatory law. Beginning in 1995, Shellhorse served as Assistant Attorney General in the Elder Law and Public Health Division of the Texas Attorney General’s Office. In 2001, Ms. Shellhorse joined Clark, Thomas & Winters, P.C. as an associate in the firm’s Health Care Section and became a partner in 2005. Ms. Shellhorse subsequently joined Thompson & Knight, LLP’s Health Law Section as Of Counsel and in 2007; Ms. Shellhorse became Of Counsel to Carls, McDonald & Dalrymple, LLP. 

Her practice consists of providing legal representation and advice to a wide variety of health care providers in litigation, transactional, and regulatory matters. Her practice includes representing providers in administrative enforcement actions, Medicaid fraud and abuse cases, and reimbursement matters before the Centers for Medicare and Medicaid Services, Texas Department of Aging and Disability Services, Texas Health and Human Services Commission, and Texas Attorney General’s Office. She also advises clients on statutory and regulatory compliance and licensure matters.
